I was looking around and was told that the CVC is behind the debit card but it wasnt. Not in front too. So i am wondering if the CVC is the same as my pin code that.
You're CVC code is usually the last 3 digits of a group of numbers on the back of your card usually under the signature strip.
It's definitely NOT your pin code, don't EVER give that to anyone, no matter how persistent they are, as far as i know German CVC codes are the same as the UK although i could be wrong best thing is take your card to the bank and ask them about it.

How is the number on the back spaced out? I might be wrong but if it's debit card, the one with the chip, than it doesn't have a CVC. CVC's are to be found on the credit cards only as far as I remember.
Forgot to ask you, when you say debit card do you mean EC card or just a cash card with a maestro, because if it's the latter then you don't have a CVC code, those are only found on credit cards and EC cards german debit cards even though the other works like a debit card as we would know it..

If you transfer money with paypal outside of purchases you can incur fees. It depends on the way the transfer is done. I know in the US they dont charge fee for check transfers, but do from debit cards.
So once again, you would need someone to look with you in German at the type of transfers you are doing and the fees that can be incured. But when you make a purchase say via ebay.

I know on my account, they closed it when I did not use it for awhile. They then charged me a reactivation fee. But since her account is new that is odd.
I suggest you go down to the bank and they will help you sort it all out. If it is a bank error, as can happen, they should reverse the fees and not charge for the new card.
